Mobile phone goof's in Delhi

ok, so trying to call a friend in Delhi .... and I get a message ( from MTNL, Delhi ) - "This facility is not available on your telephone". So.... ummm.. people in Delhi are being bar'ed from receiving international calls on their mobiles ?

What the hell!!!!

Ot is it just a case of MTNL sux. Something broke, and no one can be asked to fix it.
